Dept of Defence goes to market for major IT support services deal

​Australia's Department of Defence has put a major end-user IT support services procurement arrangement out to tender

The Department of Defence has published a request for tender (RFT) for a major ICT end-user support services arrangement for Defence staff, military bases, and offices in locations across Australia.

Tender applications must be lodged by 11 December 2016 with preferred tenderers scheduled to start negotiations with Defence in April 2018 and works starting on 31 May.

The services in the RFT are classified in three categories, each representing a service tower: national deskside support services; service desk services; and service integration and management services (SIAM).

Defence will only enter contracts consistent with the ICT contract capped term and value policy, which states that ICT contracts must not exceed $100 million per contract or three-years initial term.

“Defence is currently party to a number of contracts which form part of, or may have an impact on, the Tenderers' solution for the Services,” Defence said in the Conditions of Tender.

“These Enterprise ICT Services contracts provide essential CIOG [Chief Information Officer Group] ICT services for Defence upon which the Contractor will be required to use in order to deliver the Services.”

Defence identifies centralised processing, terrestrial communications, end user computing, IT service management functions, the CIOG service desk and enterprise gateways as IT services for the purposes of the procurement.

Defence said that, however it accepts tenderers to lodge as a consortium, it intends to contract with a single legal entity that will be responsible for the performance of any resultant contract.

There are five options from which tenderers can apply to, noting that a tenderer can only tender for one option: national deskside support services, service desk services and SIAM services; national deskside support services and service desk services only (excluding SIAM services); national deskside support services only; service desk services only; service desk services and SIAM services only (excluding national deskside support services).

A Tenderer must not tender solely for the SIAM services service tower, and is not required to tender for all Service Towers.

Initial term for contracts will be of three years with contract option periods of 1 x 36 months and 2 x 24 months with the total duration not exceeding seven years.
