ACCC opens discussions over Telstra’s variations to NBN migration

Telco puts forward variation to rollout schedule

The Australian Competition and Consumer Commission (ACCC) has released a discussion paper on Telstra’s proposed variation to the migration plan for the national broadband network (NBN).

The document sets out how Telstra will progressively migrate telephone and internet services from its copper and HFC networks to the National Broadband Network (NBN) as it is rolled out.

Telstra submitted the proposed variations to the consumer watchdog’s Migration Plan on May 9 and interested parties have until June 20 to send written submissions to the ACCC regarding Telstra’s proposed changes.

ACCC Commissioner Cristina Cifuentes said the commission’s consideration of the proposed variation is limited to whether or not the migration plan, as varied, complies with the migration plan principles issued by the Australian Government in 2015.

Telstra said its proposed variation to the original plan is intended to promote greater service continuity for consumers migrating to the NBN.

It includes changes to:

  • provide additional time for premises with an NBN order to be connected before mandatory disconnection occurs
  • amend the regime for the migration of Special Services (business grade services) to accommodate the move to a multi-technology NBN
  • incorporate a number of interim migration and disconnection arrangements recently adopted by Telstra and NBN Co with the ACCC’s consent.

Under Australian law, the ACCC is required to undertake a 28 day consultation period in relation to the proposed variation and is seeking feedback from interested parties on any competition or consumer issues which may arise as a result of the proposal.
